Overview:
Raytheon Blackbird Technologies, Inc. (Blackbird) is currently seeking Personnel Recovery Specialists (PRS) to
support customer programs at CONUS and OCONUS locations.  Primary place of performance is Headquarters
(HQ), USSOUTHCOM in Miami, FL.  Personnel Recovery (PR) training and experience from strategic to tactical levels of
planning and execution in a Title 22 environment are critical to success.  The PRSs will provide services required to
support CDR USSOUTHCOM’s PR Program as required by the PR Branch in its area of responsibility (AOR).  These services will include all aspects of PR to include the application of current US doctrine, compliance with national, DoD and command policy and guidance, PR training and exercises, and response to isolating incidents of personnel
assigned to Security Cooperation Office (SCOs), Defense Attaché Office (DAO), Joint Task Force (JTFs), Country Teams and Military Groups.
Responsibilities:
The Personnel Recovery Specialist will provide the following support to the customer:
  • Conduct and support planning efforts to prevent at-risk personnel from becoming missing, isolated, detained or captured.
  • Conduct Survival, Evasion, Resistance and Escape (SERE) and PR training and exercises in support of operations in Title 10 and 22 environments.
  • Integrate command and Military Group PR activities with appropriate US Embassy and partner nation plans and operations.
  • Assist PR Directors/PR Officers in the development of programs to assist Partner Nations in developing their PR capabilities.
  • Develop PR response SOPs, checklists, DoD supplements to post PR plans, and country PR plans.
  • Develop and present PR and High Risk of Isolation plans of instruction (POI) and other training materials as required.
  • Assist in development and interagency/partner nation integration of Non-Conventional Assisted Recovery (NAR) plans and operations
  • Develop Isolated Persons Report (ISOPREP) Programs and assist interagency partners with maintenance of their similar initiatives.
  • Establish unit protocols of alert and notification for PR events and coordinate these with interagency partners.
  • Develop Evasion Plan of Action (EPA) and US DoD Blood Chit management programs.
  • Execute Joint Personnel Recovery Center (JPRC) equivalent functions to coordinate and synchronize PR efforts throughout the AOR.
  • Coordinate with USSOUTHCOM HQ, Component Commands, and Interagency partners, for intelligence, operational, logistical, legal, medical, and personnel support during personnel recovery incidents.
  • Regularly work extended hours, seven days a week, while at deployed locations

Required Qualifications:
  • Active Top Secret Clearance
  • 5 years’ experience with PR planning using Joint Operation Planning and Execution System (JOPES) and Military Decision Making Process.
  • 15 years’ experience in Special Operations Forces (SOF), Intelligence, SERE, or PR Professional
  • Computer skills in web-based applications, Microsoft Office, Microsoft Windows, and various viewing software programs such as Falcon View, Google Earth, C2PC, M3, TIGER, Arc View, Analyst notebook, Live wire, Streets and Trips, and Map Point
  • Graduate of Joint Personnel Recovery Agency (JPRA) PR Courses 102, 240, 301, 303; and SERE 250F
  • Graduate of formal service SERE Level C training and Peacetime Governmental and Hostage Detention Training Laboratories
  • Excellent written and verbal communication skills
  • Recent relevant experience with advanced analytics triage, analysis and exploitation of data
  • Recent experience producing and conducting military style briefings, papers and other reports
  • Must work well both individually and in a team environment
  • Able to travel independently and operate for extended periods without direct supervision
  • Be physically fit and able to operate in austere environments
  • Demonstrated record of success, outstanding reputation, and exemplary ethics
  • Must submit for and pass annual drug testing; compliance with DFARS clause 252.223-7004, Drug-free Work Force, and USSOUTHCOM policies regarding drug testing
  • Position will require frequent travel to the following locations:
    • US Embassy, Military Assistance Advisory Group (USMAAG) Lima, Peru
    • US Embassy, Military Group Tegucigalpa, Honduras
    • US Embassy, Military Group Guatemala City, Guatemala
    • Other locations as directed by the customer
Desired Qualifications:
  • Experience as service/component PR Office of Primary Responsibility (OPR), Geographical Combatant Command (GCC)/Theater Special Operations Command (TSOC) PR or NAR OPR, JTF/Combined Joint Special Operations Task Force (CJSOTF) PR or NAR OPR, JPRC, Personnel Recovery Coordination Center (PRCC), JPRA PR Education and Training Center (PRETC) or PR Academy (PRA)
  • Graduate of JPRA PR 211, 215, 271, 296, 297, and or 300
  • Bachelor’s degree in Business, Management, or related field
  • May substitute two years of relevant experience for each year of education
  • Certified Project Management Professional
  • Instructor and curriculum development training (DoD or civilian equivalent)
  • Experience in planning and execution of PR programs and operations in a Title 22 (DoS led) environment
  • Experience with planning, coordinating and implementing Evasion Plans of Action (EPA), USG Blood Chit and ISOPREP programs; developing and managing in-country US and partner nation PR capabilities
  • Staff Officer experience in Service SOF, GCC, JSOTF, Special Activities Cell, Theater-Special Operations Command, Regional/ Theater Operational Control Element, or Intelligence analyst supporting the above activities.
  • ASOT Level II or III or similar qualification
  • Spanish or Portuguese language skills
