The General Secretariat of the Council (GSC) provides assistance to the Council of the European Union and to the European Council.

The Security Office organises the protection of persons, buildings, property, activities and classified and sensitive information against all acts of violence or malice in the premises of the General Secretariat of the Council and the European Council or other relevant premises. In particular, the Security Office is responsible for coordinating security measures for the protection of the European Council, the Council and all other high level meetings in liaison with host state authorities and in accordance with relevant protocols to that effect.

The Security Office is composed of three units: Operational Security Unit, Protection of EUCI Unit, Risk Management and Business Continuity Planning Unit.

The Operational Security Unit deals with operational security matters and provides personal protection to the high profile officials of the General Secretariat of the Council of the European Union and in particular to the President of the European Council in Brussels, and while travelling, within Belgium and abroad.

We are looking for close protection officers willing to take on a challenging and dynamic job in one of the key EU institutions. The candidates should have experience in close protection acquired in national or international security services and be available to work on regular shifts and on frequent missions within Belgium and abroad. They could also be called upon to provide support for the organisation of high level meetings such as summits of head of states and governments.

Purpose: 
Protect the President of the European Council (PEC) and, as necessary, high-profile officials in the General Secretariat of the Council of the European Union, in Brussels and while travelling, within Belgium and abroad.

Tasks 
To closely protect the President of the European Council (PEC) and high-profile officials from any potential risks and attacks
To visit and assess the premises before the arrival of the PEC or high-profile officials
Plan, coordinate and/or carry out security missions (as close protection and/or security liaison officer) in high risk areas
Plan a security set up for every building/event, which the PEC or high-profile officials are visiting in Belgium or abroad
Keep constantly alert at all times during a shift
Constantly communicate with other close protection officers
Accompany the PEC or high-profile officials on missions in Belgium and also in other countries
Drive the cars in a security convoy
Work in close cooperation with other GSC services (Protocol, Press and Conference Departments)
Participate, if necessary, in the duties performed by the Operational Security Unit when high level events are held
Carry out any other tasks necessary in the interests of the service as required by the management.

Working Environment: 
Frequent missions abroad
Work on shifts, frequent duties on the week-ends and during holidays.

Eligibility Requirements: 
Applicants must fulfil the following conditions for admission at the time of applying:

1. General conditions
- be nationals of a Member State of the European Union;
- enjoy their full rights as citizens;
- have fulfilled any obligations imposed by national laws concerning military service;
- be physically fit to perform their duties.

2. Specific conditions
a) EDUCATION:
Post-secondary education attested by a diploma or an equivalent education attested by a diploma or a certificate issued by a police academy, a military academy or an intelligence college.

OR

A level of secondary education attested by a diploma or an equivalent education attested by diploma or certificate issued by a police or military academy giving access to post-secondary education, followed by three years of professional experience in the field of security in governmental organisations (e.g. the police, military police, security services) or in international public organisations.

NB: The minimum of three years' professional experience which forms part of the diploma requirement cannot be taken into account when assessing the number of years of professional experience required below.

b) EXPERIENCE:

3 years of specific experience in the field of close protection in governmental organisations (e.g. the police, military police, security services) or in international public organisations, which must have been acquired in the last 5 years.

SELECTION CRITERIA
1.Essential
- Have a thorough knowledge of English, given that English is extensively used for internal communication within the GSC and with Member States and third parties
- Possess and be able to maintain the required physical and psychological condition to carry out close protection duties
- Be able to adapt to changes in the working environment, duties and priorities
- Be able to handle fluctuations in the workload
- Be able to manage stress and emergency situations
- Have an exceptional attention to detail
- Have planning and organising skills
- Demonstrate sound judgment in critical situations
- Have a high degree of responsibility and integrity
- Handle sensitive and confidential information with discretion
- Be able to work in a team
- Have good communication skills
- Be able to use and have experience in using firearms
- Be able to use and have experience in using self-defence techniques
- Be able and have experience in using medical equipment and in providing medical first aid
- Possess a good level of training and experience in driving techniques and armoured vehicles
- Have undergone training in VIP close protection techniques
- Have a valid B category driving licence

2. Advantageous
- Good knowledge of standard office IT tools
- A working knowledge of French
- Knowledge of other official languages of the European Union
- Be an active member of a close protection team in a governmental organisation or in an international public organisation
- Experience in working in multicultural teams in the field of security
- Certification in first-aid and in self-defence techniques

- Possession of a security clearance
- A valid C category driving licence

Other Conditions To Fullfilled Upon Recruitment:
The duties to be performed also require:
• a security clearance allowing access to classified documents (EU SECRET level),
• a C driving licence
• a firearm licence issued by the Belgian authorities.

Candidates who are recruited should be prepared:
• to undergo security screening under Council Decision 2013/488/EU of 23 September 2013 and obtain a security clearance at EU SECRET level,
• to obtain a category C driving licence
• to obtain a firearm licence from Belgian authorities
