We are currently seeking a Protection Operations Specialist IV. This position located in Hampton, VA.

JOB DESCRIPTION

Position will provide technical and programmatic support serving as a Subject Matter Expert (SME) and technical advisor to Commander Navy Installations Command (CNIC) N3 Operations Directorate on Force Protection issues. Specifically, the applicant will be expected to perform research and assist in the development of plans and execution strategies for a variety of Antiterrorism, Physical Security and Law Enforcement initiatives. Applicant will support the coordination of integration efforts with respect to other U.S Navy commands (CNO, FFC, OPNAV, etc.) and across the joint services in the areas of policy and doctrine development, Joint Basing/BRAC, CONOPS/COE development and installation protection analysis for shore facilities and operations to ensure compliance with applicable DoD and DoN instructions and directives.

Applicant will maintain close contact with other military, local, Federal and state agencies within the Force Protection community in order to receive up-to-date information, which is used to provide support to Commander, Naval Installations Command Antiterrorism, Physical Security and Law Enforcement Programs.
Applicant will attend and participate in meetings at interagency conferences and seminars tasked to develop new or change existing doctrine/policy that affects various federal, DoD, Joint Services, Navy Echelon I, II, and III commands in order to discuss full spectrum Force Protection issues and to provide up-to-date information as it relates to Navy shore installations.
Applicant will assist in the evaluation and development of security plans to support protection of critical assets and work closely with the Army, Navy, Air Force, Marine Corps, and Coast Guard commands to determine requirements for security related equipment as required.
Applicant may assist in the development and maintenance of budget data support for the Physical Security Equipment Program execution, AT/FP Planning, and Operations. May provide inputs into the Program Objective Memorandums (POM) and Program Review (PR) submissions, writes language to support final NAVFAC AT/FP POM/PR submissions for presentation to OPNAV sponsors.

Requirements

THE FOLLOWING REQUIREMENTS MUST BE MET TO BE CONSIDERED FOR THIS POSITION:


5 years’ experience in support of Commander Navy Installations Command programs.
Master’s degree in criminal justice, public administration, sociology, business administration, law enforcement, or similar fields of study.
At least 20 years’ experience training and doctrine development in Installation Preparedness, Emergency Management, Physical Security or Law Enforcement operations.
Experience with federal, military, and civil law enforcement and disaster preparedness functions and responsibilities.
Knowledge of and experience with Department of Defense and Department of the Navy Force Protection Programs.
Experience with the Joint Capabilities Integration and Development system (JCIDS).

THE FOLLOWING IS DESIRED, BUT NOT REQUIRED TO BE CONSIDERED FOR THIS POSITION:

Work experience that shows DoD Command level experience in developing policy, doctrine and guidance related to DoD operations.
Experience in Strategic, Contingency, and Exercise Planning, Disaster Preparedness, Assessments, or Critical Infrastructure protection (CIP).
